This aspect is divided into three sub heading mentioned as under:-
Architectural and Physical Security:-
- Barriers - Vulnerability analysis and risk mitigation for parking lots and other
high risk venues as subsequently determined, including access control.
|
|
|
-Vehicle control to private/ restricted areas
- Car parks to safe and secure design (surveillance and lighting)
- A design that allows for sectioning off and controlled access |
|
- Lighting (interior and exterior):
|
- Lighting must be programmable and immediately controllable via computer for safety, security and energy efficiency.
- Exterior lighting must provide overlapping coverage, so as to preclude or minimize areas of darkness
- Landscaping- Safety surveillance |
Surveillance and technological Systems:-
- Security systems; CCTV, digital video management, access control, intrusion, panic/distress and fire alarms includes integration with other special systems:
|
- Necessity, Purpose and content of external CCTV
- Fire door monitoring for opening/ forcing
- Access control from public areas to private, service areas and VIPs etc.
- Intruder alarm requirements to perimeter out of hours and/or selected areas during partial occupation. - CCTV internal to public areas - CCTV monitoring and recording - Staff identification and access control - Intruder alarm requirements to perimeter out of hours and/or selected areas during partial occupation. - Security control room requirements and back up - Remote monitoring - Software requirements and integration - Requirements for monitoring engineering alarms - Space analysis |
|
- Communications Systems design and integration guidelines which include:
|
- Emergency Call Boxes
- Emergency messaging, pagers, cell phone, PDA's
- Hand held radios |
|
- Intrusion alarms
- Panic/distress alarms
- Fire Alarms |
- Detail Design (Access, Intruder, CCTV)
|
- Identify key issues, with Specifications of Systems and equipment - Identify Statutory Constraints - Initial diagrams & Layouts - System Schematics - Proposed specification of equipment - Co-ordinate design - Critical design studies - Confirms Contractor's responsibilities & deliverables - Pre-tender estimate - Cost analysis/cost control/change control - Tender drawings/ specifications
|
|
Operational requirements:-
- Security Staff and Procedures:
|
- Security organisation, structure, management and administration
- Staffing requirements, job description, and qualifications, training and supervision
- Service levels and performance
- Liaison and coordination and public and private agencies
- Security incident reporting and investigation
- Security operational budget
- Security awareness plans for the city community
- Emergence evacuation procedures
- Coordination/interface with local/regional police/ emergency procedures |
